What is CEOss

The Marine Corps Systems Command (MCSC) established the Commercial Enterprise Omnibus support services (CEOss) program in 2002. The CEOss business model serves as MCSC’s primary medium for acquiring contractor support services. The model ties together 1300 government customers across 24 technical offices with a vendor pool of 27 prime firms and over 150 participating firms. Under the CEOss model, Blanket Purchase Agreements are competitively awarded to contractors, whose performance is reviewed annually by Acquisition Center for Support Services (ACSS) staff.

CEOss Domains

MCSC created four functional domains which comprise the CEOss model: Engineering and Scientific Services (ES); Acquisition, Logistics, and Administrative Services (ALA); Business and Analytical Services (BA); and Specialty Engineering Services (SE).

The service offerings in each functional domain vary by contractor, but the service schedules currently included in CEOss domains are limited, as shown below. TAIC uses its General Services Administration (GSA) Information Technology (IT) 70 Federal Supply Schedule (FSS) for CEOss.
